The private institution "Ukrainian Center of Legal Studies" - the UCLS - is a research and analytical center with non-profit status, founded in June 2021. The Board consisting of five members is the permanent executive body of the UCLS. The Chairman of the Board leads the institution. The Supervisory Board oversees the activities of the UCLS in accordance with the national legislation and the Constituent Act of the UCLS.


The purpose of the Center is to promote the development of research, education, and enlightenment in the field of law.


Vision - values ​​of the rule of law have been implemented in Ukraine: laws are fair, the state secures and protects human rights, Ukrainian citizens are actively involved in the state policy process.


The values ​​of the UCLS are academic integrity, fairness and professionalism.

Head of the Board - Olena Shostko, full professor, Doctor of Law (equiv. J.S.D.), a criminologist and well-known expert in the field of counteraction to organized crime and corruption in Ukraine. She is author and co-author of over 170 academic and methodological publications, including two individual monographs, six monographs (two of which are in English) and eight co-authored textbooks. The most well-known book is "Combating Organized Crime in European Countries" (2009).


In 1991 - 2021 Olena Shostko was actively involved in the teaching and research work of the Department of Criminology and Penitentiary Law at the Yaroslav Mudryi National Law University (Kharkiv). From 2007 to 2014 she was the Head of the Sociology and Comparative Law Laboratory (since June 2011, Sector for Study of International Cooperation in the Fight against Crime) at the Academic Stashis Scientific Research Institute for the Study of Crime Problems.


Olena Shostko took part at Regional Scholar Exchange Program (Northeastern University, College of Criminal Justice, Boston, USA, 1994), received the Freedom Support Act Fellowship in Contemporary Issues (American University, Washington, D.C, USA, 1999), participated in the International Visitor Leadership Program of the U.S. Department of State "International Crime Issues" (2006). In 2013 – 2014 years under Fulbright Scholar Award she conducted research at the the Terrorism, Transnational Crime and Corruption (TraCCC, George Mason University, School of Public Policy). She had presentations at 17 international conferences held in the United States and European countries. She has won two Yaroslav the Wise Awards (2011, 2012) from Yaroslav Mudryi National Law University.


Member of the expert group (2005 - 2010), national correspondent from Ukraine for drafting the European Sourcebook of Crime and Criminal Justice Statistics (2011- 2020). Member of the European Society of Criminology (ESC).


Areas of research and interests: organized crime; transnational organized crime; corruption, international cooperation in combating crime; comparative criminology; law enforcement agencies and criminal justice system; protection of whistleblowers; crime statistics.

Member of the Board - Iryna Boiko, Associate Professor, PhD.
Since 1999 she has been working at the Department of Administrative Law of the Yaroslav Mudryi National Law University. She teaches disciplines "Administrative Law", "Medical Law". She has developed an author's course for masters "Administrative Procedure".


Author of more than 90 scientific works. Co-author of textbooks on administrative law, textbook "Administrative Procedure". She is a participant in the OSCE Academic Exchange Program, where she gave lectures on administrative procedure.


Member of the working group of the Ministry of Justice of Ukraine to develop a bill "On Administrative Procedure".


Expert of the Public Network of Public Law and Administration of UPLAN. Laureate of the Yaroslav the Wise Prize (2018).


Areas of research and interests: human rights, public administration, administrative procedure, medical law.

Member of the Board - Iryna Bylya-Sabadash, Associate Professor, PhD.


Since 2002 she has been working at the Department of Theory and Philosophy of Law at the Yaroslav Mudryi National Law University.


She teaches the academic disciplines "General Theory of Law", "Legal Technique", "Legal Writing". She is the author of more than sixty scientific and scientific-methodological works. Co-author of textbooks on the general theory of law, comparative jurisprudence, and the teaching of legal history.


In 2017, she took part in the Summer School on General Legal Theory: Ukrainian and International Teaching Experience (August 16-18, 2017, Yaremche), organized and held within the framework of the OSCE Project Co-ordinator in Ukraine.


In 2021, Iryna Bylya-Sabadash participated in advanced training course under the program for scientific and pedagogical staff "Problems of interpretation of legal norms and legal argumentation".


Areas of research and interests: legal technique, legal writing, effectiveness of rule-making activities, the quality of normative legal acts.

Member of the Board - Iryna Kudas, Associate Professor, PhD.
She has been working at the International Law Department of Yaroslav Mudryi National Law University since 1993. She teaches the academic disciplines "International Law", "International Economic Law", "International Security Law", "International Liability Law". Author and co-author of more than 70 scientific publications. Co-author of six textbooks, including a textbook “International Law”, “Theory and Practice of Application of the Convention on the Protection of Human Rights and Fundamental Freedoms”.


Iryna Kudas has a special award (diploma) of the VI All-Ukrainian Contest for the best publication in Law, in the nomination "Academic textbooks (workshops, lecture courses, chrestomathies, etc.)". For a long time she has combined scholar and teaching activities with legal practice.


She takes part in conferences, forums, seminars, summer law schools, both in Ukraine and abroad. She participated in international conferences on international security issues. She has state awards and awards of international organizations.


Areas of scientific research: international financial system, international banking law, problems of international security (problems of control in the field of disarmament).

Member of the Board - Olha Podilchak, PhD, Associate Professor.


From 2002 to 2006 she taught “Criminology” and “Legal Statistics” at the Yaroslav Mudryi National Law University.


From 2006 to 2021 she was the Senior Lecture at the National Academy of the Public Prosecutor of Ukraine, since 2021 - Associate Professor at the Faculty of International Trade and Law of the State University of Trade and Economics. She teaches disciplines "Constitutional Law", "International Criminal Law", "Applied Jurisprudence".


Olha is the author of more than fifty scientific and scientific-methodological works. Co-author of textbooks and manuals on prosecutor's supervision of compliance with laws in the execution of court decisions in criminal proceedings, protection of children's rights, prevention of corruption, criminology and raiding counteraction.


In 2013 she participated in the Open World exchange program of the Open World Leadership Center (USA).


Member of the Public Counsel of the Asset Recovery and Management Agency (2017 - 2019), national correspondent from Ukraine for drafting the European Sourcebook of Crime and Criminal Justice Statistics (2018 - 2020). During 2020 Olha Podilchak worked as a national consultant for the Council of Europe Project "Supporting Institutions to Combat Ill-treatment in Ukraine".


In 2019–2020, the tutor of the online course "Prohibition of misconduct in law enforcement, security and other coercive contexts" of the European Program for Human Rights Education for Legal Professionals (HELP).


Areas of research and interests: the problems of human and citizen's rights protection, the legal foundations of a democratic and rule of law state, criminal justice statistics, crime and corruption counteraction.
